Arrival in London - my first impressions were of Heathrow airport. It is huge with numerous gates and departure lounges crowded with people arriving from all over the world or waiting for their flights.

Newport – Kutaisi’s Twin City.  Many famous people come from Newport including the famous actors Anthony Hopkins and Michael Sheen, the villainous sixteenth century pirate Captain Morgan (a member of the Morgan family who owned most of Newport for centuries) and the millionaire Terry Matthews who has built Newport’s Celtic Manor Hotel Resort, the venue for last year’s Ryder Cup - the annual  golf tournament between Europe and America. It is also known for the Chartist Riots of 1839 when Britain came closer to a bloody revolution than at any time since the 16th century Civil War. These days it is a quiet, small, clean and well planned city with a time tested infrastructure.

 Factually, the population of Newport is the same as in Kutaisi.

I couldn’t stop noticing that we felt very welcome wherever we went in Newport, in public or social institutions.   Moreover, my colleague and I had this feeling to the end of the visit.

Our first meeting was with Council Leader Matthew Evans.  After our meeting Councillor Evans asked all the council officers to share their knowledge in the sphere of government structure as well as infrastructure with us and during our week at the Civic Centre we gained a huge amount of advice and expertise from these experienced administrators.

The meetings became ever more interesting during the week. We met the Mayor of Newport, Councillor Margaret Cornelius, and the Heads of all the different city council services. Among them, I found the meeting with the planning and regulatory service staff the most interesting. The officers in this Department are extremely impressive. We talked to road specialists and sewage masters, architects, constructors and dendrologists; all the men and women who participate in the planning of the city as well as to the heads of various private building companies and their staff.  In other words we talked to everybody with knowledge or experience in the planning and regulation of Newport. They all openly shared their experience with us and even admitted the mistakes they had made in the past. They did so to help us avoid making the same mistakes in the process of building Kutaisi.  All the meetings were very impressive for me.

If we draw the parallels between the problems Newport’s planning officers have faced in the past and we have been facing for many years, one of the most important is waste disposal. As our Newport friends explained to us, this issue was regulated in Britain only 10 -15 years ago. Can you believe that Newport now has a huge landfill site which is environmentally safe and which generates electric power for parts of the city and which is also a source of income for the city budget?   We can do the same in Kutaisi, of course, with the help of our Newport colleagues’ knowledge and experience.

ჩვენ საპატივცემულოდ ქალაქის მერმა გამართა საზეიმო ვახშამი მორგანების საგვარეულო სახლში, ტრედეგარში (Tredegar House).ამ უზარმაზარი სახლის ისტორია 500 წლის უკან იწყება, მაგრამ ძირითადად მე-17 საუკუნით თარიღდება. იგი ბოლო 40 წელია ნიუპორტის ქალაქის მმართველობას ეკუთვნის. წარმოიდგინეთ დიდებული შენობა, თითქმის სამეფო სასახლის ზომის, უამრავი ოთახით, მაღალი ჭერით, მორთული სურათებით, რაინდების იარაღით, მამალი ირმების თავებით, მოჩუქურთმებული პანელებითა და მდიდრული ჭაღებით. იგი თავისივე პარკშია ჩადგმული ბევრი დამხმარე სათავსოთი. მათ შორისაა უზარმაზარი საჯინიბოები მორგანების ცხენებისა თუ ეტლებისათვის. ინტერიერი და ექსტერიერი დაცულია ბრიტანულ სტილში და ეს ყველაფერი ხელუხლებელია მოყოლებული იმ დროიდან, როცა იგი ერთი ოჯახის კერძო საკუთრება იყო. ვახშამზე განსაკუთრებული კერძები იყო და ძალიან ოფიციალური ეტიკეტი. მიხარია, რომ ამ ყველაფრის მონაწილენი ვიყავით მე და ჩემი კოლეგა... მერმა საზეიმო ვითარებაში მადლობა გადაგვიხადა სტუმრობისათვის. ჩვენც დიდი მადლობა მოვახსენეთ მეგობრობისათვის და აღვნიშნეთ, რომ ნიუპორტი ჩვენი უმთავრესი და სტრატეგიულად მნიშვნელოვანი საგარეო პარტნიორია და აქვე ვისურვეთ, რომ ურთიერთობა ჩვენ ორ ქალაქს შორის იყოს ხანგრძლივი და ნაყოფიერი.

A Festive Dinner – we had formal as well as informal meetings but it is amazing that in Britain even informal meetings are characterized by a strictly defined etiquette.

The Mayor of Newport held a festive dinner in our honour in the Morgan family’s ancestral home, Tredegar House.  This huge house dates back over 500 years but is largely 17^th century and it has been owned by Newport City Council for the past forty years.  Imagine it - a magnificent building almost the size of a royal palace with many large rooms and high ceilings decorated with paintings, armour, stag’s heads, carved panels and luxurious chandeliers.  It is set in its own park with many outbuildings including huge stables for the Morgan family’s horses and carriages. The interior and exterior is preserved in the British style and everything is intact from when it was privately owned. At the Dinner there were special dishes and a very formal etiquette. I am very happy that my colleague and I were the participants of all of that. The Mayor thanked us for being their guests. We also thanked them for the friendship and added that Newport is our major and strategically important foreign partner. We also wished the relationship between our two cities to be long and fruitful.

London - During our week in Newport we visited London with our guide and friend Derek Butler (an Honorary Citizen of Kutaisi).  It was wonderful to be shown round London by someone like Derek who knows the city well.  We saw many of its historical and architectural monuments and buildings, every corner of which is saturated with history.  We saw some of London’s many churches and cathedrals including St Paul’s and Westminster Abbey, famous streets like Regent Street and Oxford Street,  St James’s Palace, the River Thames and some of London’s many museums, theatres and parks.  We took rides on the red double-decker buses and from the top decks we gained a good impression of the crowds, heavy traffic and hectic bustle.  We had lunch in the National Gallery overlooking Trafalgar Square and later enjoyed afternoon tea in the Royal Academy in Piccadilly.  While in the National Gallery we were taken on a tour of some of the Gallery’s masterpieces by Derek, a professional art historian.  It was a never to be forgotten day and I have just remembered the saying by, I think, Dr Johnson – “the man who is tired of London is tired of life”.

Wales - Newport is Wales’ third largest city and the Welsh consider themselves to be the descendants of the ancient Celts who inhabited all of Britain before invasion by the Saxons. They have preserved the old Celtic language and customs. For example, you can see the signs in the street in both English and Welsh languages; old Celtic songs are nice to hear in old-time pubs. Even the National Assembly for Wales that we had an opportunity to visit is built in both old and modern style. The Assembly Chamber where the politicians debate national issues is placed under a towering, modern, wooden structure that symbolizes the ancient oak trees under which Celtic people sat in the distant past to make important decisions.

The Twinning - Personally, I believe that Kutaisi’s twinning with Newport is the most important project for our city that has been implemented in the twentieth and twenty-first centuries.

I also want to give a special thank you to Madonna Megrelisvhili who initiated this friendship from a heartfelt love for her country and her city. Due to Madonna’s huge enthusiasm she managed to make the twinning work despite the many problems it faced during its early years

Firstly Giorgi, New Year greetings for 2012. I hope that you and your family will have a happy peaceful and healthy year and that your city of Kutaisi will continue to prosper.

The Leader, Councillor Matthew Evans also invited them to a Civic dinner, which was hosted by The Mayor of Newport,  where they met the Chief Constable of the County, Members of Parliament, the senior army officer in Wales along with several prominent businessmen.

Your Deputy Mayor, David Andguladze, is a very impressive young man of high intellect with an understanding of what Kutaisi and Georgia need in order to improve the local environment to allow you to compete in the international market .

David's English is of the highest quality and his local knowledge of how Wales and Newport function was impressive. I believe you are fortunate to have two such talented and professional young men on your team at the Civic Centre.

Dear Madonna,

Just to let you know that David and the Deputy Mayor arrived safely yesterday. This morning they were due to meet the Council Leader Mr. Mathew Evans and begin their discussions with planning officers. It was great to see David again - it was just as if he has never left Newport! And we were very impressed with David, the Deputy Mayor.  He’s a very pleasant and intelligent young man with a good sense of humour. It just shows how the quality of Kutaisi’s civic leaders has grown over the years.

You’ll be pleased to know that the visit by David Andguladze and my old friend David M has been extremely successful.  The officers at Newport City Council have excelled themselves and given the Deputy Mayor a huge amount of help.  Both Davids were excellent ambassadors for Kutaisi and seem to have impressed our Council Leader and the many council officers they met!  Hopefully it will benefit Kutaisi enormously and help cement the ties of friendship between the leaders and people of our two cities – the primary aim of all our work over the past twenty years.

The trip to London went well. The three of us laughed a lot and walked miles and we saw most of the sights including a huge demonstration against the `excesses of capitalism` outside St Paul’s Cathedral (they seemed surprised that it was allowed by the police).  And to balance that, I took them for a proper `afternoon tea` at the Royal Academy!  By the way, Madonna, I took them for lunch at the National Gallery and after that David A asked if we could spend an hour or two looking at the Gallery’s pictures.  You can imagine how pleased I was!  And he wasn’t just being polite - he is really knowledgable about painting and artists!  Fantastic!  `Our` David (Megrelishvili) did an excellent job when translation was needed and must be proving a big asset at Kutaisi City Hall.
