30 May was one of the most prominent days for the members of the Kutaisi-Newport International Association and Akaki Tsereteli State University.
On this day,
we were honoured to meet members of the Parliamentary delegation from Great Britain who came to Georgia to celebrate the 100th anniversary of Georgia’s Independence.
Taking into consideration the great role of the Association in establishing friendship between Georgian and British people,
Sophio Katsarava,
the Chair of Foreign Relations Committee in Georgian Parliament,
contacted the Chair of the Association,
Madonna Megrelishvili with the request to arrange a meeting with British Parliamentarians.
It was a rare honour to host such high-ranking politicians including the first representative of the House of Lords to ever visit Kutaisi.
No wonder that their arrival aroused a huge interest.
The event organized by the KNIA and held at its suggestion in ATSU was extremely interesting and we do to believe that it will go down in the history of Kutaisi and Kutaisi-Newport Twinning.

A lot of people gathered in the University Reading Hall on the occasion of meeting British and Georgian politicians visiting Kutaisi - Mr Jonathan Djanogly, Head of the All-Party Parliamentary Group on Georgia of the Parliament of the United Kingdom of Great Britain and the Northern Ireland, Lord Northbrook (Francis), Member of the House of Lords, Mr Gordon Marsden, Parliament Member of the House of Commons, Mr Justin McKenzie Smith, Her Majesty’s Ambassador to Georgia, Tamar Beruchashvili, Ambassador of Georgia to the United Kingdom of Great Britain and Northern Ireland, Sophio Katsarava, the Chair of the Foreign Relations Committee, Parliament of Georgia. The delegation was hosted by the officials of Kutaisi, Akaki Tsereteli State University and Kutaisi-Newport International Association: Mayor Giorgi Chigvaria, the President of Kutaisi-Newport International Association, Ioseb Khakhaleishvili, Deputy State Representative-Governor in Imereti Region, Giorgi Ghavtadze, Rector of Akaki Tsereteli State University and Madonna Megrelishvili, Chair of the Kutaisi-Newport International Association. The Rector of the University welcomed the guests of honour and gave the floor to the Mayor of Kutaisi and then to Sophio Katsarava, a longtime friend of Kutaisi-Newport International Association. They greeted the audience and emphasized the importance of friendship between British and Georgian people. Mr Justin McKenzie Smith - Her Majesty’s Ambassador to Georgia addressed the audience in excellent Georgian causing great delight of the attendees. The guest of honour and the audience were also warmly greeted by John Pijanovski, Professor of the University of Arkansas (USA) visiting the university within the framework of the Fulbright program.

One of the most emotional moments of the meeting was when the secretary of the association Maia Alavidze read out the letter sent for this occasion by Dame Rosemary Butler,
the first chair of the Newport Kutaisi Association,
former Presiding Officer of the Welsh Assembly,
and a great supporter of friendship between Kutaisi and Newport.
In her letter with her usual elegance and humor Dame Rosemary Butler revived 30 years of friendship and its importance for the people of Newport and Kutaisi.
Then there was a question and answer session.
The guests liked a wide range of questions asked by BA,
MA and PhD students and gave thorough answers sharing with the audience their views,
experience and attitude towards the current problems.
The culmination of the meeting was the film dedicated to the 25th anniversary of the history of friendship between two cities - Kutaisi and Newport.
The film made a great impression on all attending this interesting meeting.
They learned a lot about the history and present of the twinning and a wide spectrum of activities which have significantly changed the lives of these two cities,
especially Kutaisi.
At the end of the meeting,
Professor Madonna Megrelishvili,
Chair of the Kutaisi-Newport International Association and Professor Giorgi Ghavtadze,
Rector of Akaki Tsereteli State University,
handed over memorable gifts to the guests of honour.
This visit will be an unforgettable memory in the history of ATSU and Kutaisi-Newport International Association.

This is how Mr Jonathan Djanogly describes his experience of being in Kutaisi in his communication with the members of the British Parliament:
“The delegation enjoyed the visit to the Akaki Tsereteli Kutaisi State University.
At the university,
there was a meeting with university students and representatives of the Kutaisi-Newport International Association.
At that meeting the Georgian delegation showed a film presentation explaining the very warm and growing relations between Newport and Kutaisi and their historical links.
I took the opportunity to pass on the warm regards of the two MPs for Newport to the meeting.
There followed a Question and Answer session with questions predominantly coming from the students.
It was a very successful event.”

“Mr. Chairman,
Honourable Members of the Georgian Parliament,

it was with great pleasure that I received your invitation to address this plenary session of the Georgian Parliament and I feel deeply honoured to have been so asked.
As Chairman of the British All Party Parliamentary Group for Georgia,
it was in 2016 that I first led a delegation to Tbilisi a few days after your General Election and last year we received a delegation from your Parliament to London led by Sophie Katsarava.
So close and growing relations between our two Parliaments have been very much in evidence and will continue I am sure…
For myself and my Parliamentary colleagues,
our participation in your 100th Independence Day celebrations was a memorable and meaningful experience.
I was able then to pass on the good wishes and continued support of Her Majesty’s Government to your country.
Over the last few days,
we have had many excellent visits in this beautiful and historic country.
We have held a large number of meetings with your President,
Prime Minister,
Ministers,
MPs,
business representatives,
civil society and education related interests…

there has never been a better time for developing relations at every level and in every field,

My Lords and Members of the UK Georgia Parliamentary Delegation,
Ladies and Gentlemen!
I would like to join the flow of congratulations on the 100th anniversary of Independence Day of Georgia and give a brief history of friendship between two cities,
recognized as a model of friendship.
I'm sure you're enjoying the extraordinary welcome that Georgia always gives its visitors.
I've been coming to this beautiful country for nearly thirty years now and I'm always overwhelmed by the warmth and kindness of our Georgian friends.
My dear friend Professor Madonna Megrelishvili,
Chair of the Kutaisi-Newport International Association and,
may I add,
one of the most honoured and respected citizens of Kutaisi,
has asked me,
as the first Chair of the Newport Kutaisi Twinning Association and as a proud Honorary Citizen of this City,
to write a few words on the 30 year-old link between the ancient city of Kutaisi and Newport.
As everyone in Kutaisi knows,
Madonna's suggestions are always best treated as commands but,
seriously,
I am more than happy to join my dear `sister` (as we call ourselves) to tell you a bit more about the quite extraordinary friendship that has developed over the past three decades between Newport and Kutaisi.
So how were Newport and Kutaisi lucky enough to discover each other all those years ago - two cities situated at the opposite ends of the European continent?
It dates back to the early 1980s when Newport Borough Council decided,
idealistically,
to seek a twinning with a city in the Soviet Union and sent a letter of application to the Soviet Embassy in London.
No response was received until 1989 when the Chief Executive received a letter from the Mayor of Kutaisi requesting a meeting of representatives from the two Cities to discuss Newport's application.
Visits were exchanged,
the discussions went extremely well and the two cities signed twinning agreements in 1989.
Why Kutaisi chose Newport from the many other UK cities who had applied to twin with a Soviet city has been a matter of conjecture ever since but a shared love of rugby seems to have been a factor.
The fact that both Georgia and Wales were small countries situated next to much larger neighbours might also have played a part.
As Madonna will confirm,
the twinning was difficult to maintain in those early years.
Telephone links were virtually non-existent and this was some years before the introduction of emails.
Contact was maintained through personal visits when air travel usually required lengthy stopovers in Moscow.
It was in large part due to the steely determination needed to maintain contact in those early years that resulted in the firm friendship between Madonna and myself and the strong and lasting links that have been formed between the our two home Cities.
Major changes have taken place in both Wales and Georgia since the twinning was established.
Georgia has been through difficult times but is now a fully independent nation - even though parts are occupied by Russian troops.
Wales now has its own National Assembly based in Cardiff and has gained a large and growing degree of autonomy.
Both nations are now more widely recognised on the world stage and have gained immeasurably in self-confidence.
Since 1989,
seven Newport Mayors have visited Kutaisi,
together with many councillors and senior officials,
and the number of Newport people who have travelled here is in the high hundreds.
Similarly,
numerous Kutaisi Mayors have visited Newport together with many of their fellow citizens.
All the visits have had a purpose including the sharing of expertise and the provision of practical assistance.
In addition to civic leaders,
the delegations visiting each other's City have included church leaders,
university,
college and school teachers,
educational administrators,
police,
fire & rescue personnel,
doctors and health administrators,
social workers,
artists,
musicians,
cultural and museum administrators,
sportspeople,
youth groups and numerous individuals.
Newport's local University has provided free places to twelve Kutaisi students on its graduate and post-graduate courses and most of them now hold prominent public positions in Georgia.
Recognition of the close links between the two Cities is on public view as one of the main roads in Kutaisi is named Newport Street and the pedestrian way alongside the River Usk in the centre of Newport is named Kutaisi Walk.
The parliamentary links between Wales and Georgia may interest you particularly.
While I was the Presiding Officer at the National Assembly,
and Assembly Member for Newport West,
I visited the Speaker of the Georgian Parliament on several occasions when we had discussions on,
amongst other subjects,
the importance of an effective opposition in a healthy democracy,
MP development and committee structures.
The Georgian Speaker visited Cardiff to study the Assembly's structure and,
later,
the Assembly sent two committee clerks to the Tbilisi Parliament,
funded by the British Embassy.
Every British Ambassador to Georgia and every Georgian Ambassador to the UK has expressed enthusiastic support for the close ties between the two Cities and recognised their contribution to the important and ever closer partnership between the UK and Georgia.
I facilitated a rugby tour to Tbilisi by a team sponsored by the President of the Welsh Rugby Union.
It was a huge success.
The players,
together with our friends from Kutaisi,
were invited to the Queen's Birthday Celebrations at the British Embassy and the Embassy was decked with Welsh flags for the occasion.
Last year the Mayor of Kutaisi and several of his senior colleagues visited Newport,
flying to London on the inaugural direct flight between the Kutaisi and Luton Airports.
They were joined in Newport by the Georgian Ambassador to the UK and welcomed to Newport by the Mayor,
the Leader of the Council,
senior City Councillors and the members of the Newport Kutaisi Twinning Association.
As part of their programme they visited Newport's sports facilities and held discussions with the officers of Newport Rugby Club and as a direct result,
Newport is presently exploring ways in which it can strengthen its already existing link with Kutaisi AIA Rugby Club.
Last autumn Newport hosted a visit by two of the Kutaisi Club's senior trainers.
Amongst other current activities,
the Akaki Tsereteli State University in Kutaisi and the University of South Wales have recently agreed a new Memorandum of Agreement and staff and students at Newport's College of Further Education are assisting a centre in Kutaisi for children with learning difficulties.
In particular,
they are raising funds to provide the centre with equipment that will help diagnose the early stages of autism.
I could go on ... but I'm sure your Kutaisi hosts have a full programme for you today.
However,
as you wander through the ancient streets of Kutaisi you could keep in mind the close and vibrant friendship the City has with Newport and Wales.
Yet another excuse,
if one is needed,
to raise yet another a glass of Georgia's superb `shavi gvino` in celebration.

ქუთაისში ყველას კარგად მოეხსენება,
რომ მადონას თხოვნა უფრო უნდა გავიგოთ როგორც ბრძანება,
მაგრამ სერიოზულად ვამბობ,
ჩემთვის დიდი ბედნიერებაა,
ჩემს ძვირფას „დასთან“ (ჩვენ სწორედ ასე მოვიხსენიებთ ერთმანეთს) ერთად მოგითხროთ იმ განსაკუთრებული მეგობრობის შესახებ,
რომელიც ნიუპორტსა და ქუთაისს შორის ოცდაათი წლის მანძილზე ჩამოყალიბდა.
და როგორ გაუმართლა ქუთაისსა და ნიუპორტს,
ევროპის კონტინენტის უკიდურეს წერტილებში მდებარე ქალაქებს,
ეპოვათ ერთმანეთი მრავალი წლის წინ?
ყველაფერი 1980-იანი წლების დასაწყისში იწყება,
ნიუპორტის კონსულმა საბჭოთა კავშირის ერთ-ერთ ქალაქთან დამეგობრება განიზრახა და საბჭოთა კავშირის საკონსულოს ლონდონში თხოვნით მიმართა.
პასუხი არ მიგვიღია 1989 წლამდე.
საბოლოოდ,
ქუთაისის მერმა მთავარ აღმასრულებელს წერილი გამოუგზავნა,
რომელშიც ნიუპორტის განცხადების განსახილველად ქალაქების წარმომადგენლებს შორის შეხვედრას ითხოვდა.
გაიმართა დისკუსიები,
მოლაპარაკებებმა ბრწყინვალედ ჩაიარა და ქალაქებმა 1989 წელს დამეგობრების ხელშეკრულებას მოაწერეს ხელი.
მრავალი ვარაუდი არსებობს,
რატომ აირჩია ქუთაისმა ნიუპორტი დიდი ბრიტანეთის იმ მრავალ ქალაქს შორის,
რომლებსაც მსგავსი თხოვნა ჰქონდათ გაგზავნილი,
თუმცა რაგბის ორმხირივი სიყვარული უნდა იყოს მთავარი მიზეზი.
გარდა ამისა,
ის გარემოება,
რომ ორივე,
საქართველო და უელსი,
პატარა ქვეყნებია,
რომლებსაც დიდი მეზობლები ესაზღვრებათ.
მადონაც დამეთანხმება,
რომ თავდაპირველად დამეგობრების შენარჩუნება რთული იყო.
არ არსებობდა სატელეფონო კავშირი და ელექტრონული ფოსტაც მხოლოდ რამდენიმე წლის შემდეგ გამოჩნდა.
კონტაქტს ვინარჩუნებდით პერსონალური ვიზიტებით,
თუმცა საჰაერო მგზავრობის დროსაც მოსკოვში ხანგრძლივი გაჩერება გვიწევდა.
კონტაქტი შევინარჩუნეთ ჩვენი მიზანდასახულობით,
რაც საბოლოოდ ჩემსა და მადონას შორის მტკიცე მეგობრობაში და ჩვენს მშობლიურ ქალაქებს შორის ძლიერ და ხანგრძლივ კავშირში გადაიზარდა.
დამეგობრების შემდეგ უელსსა და საქართველოში მრავალი რამ შეიცვალა.
საქართველოს მრავალი დაბრკოლების გადალახვა მოუხდა,
თუმცა ის ახლა დამოუკიდებელი სახელმწიფოა,
მიუხედავად იმისა,
რომ მისი ნაწილი ოკუპირებულია რუსეთის ჯარების მიერ.
უელსს ამჟამად თავისი ნაციონალური ასამბლეა აქვს კარდიფში და დიდ და მზარდ ავტონომიასაც მიაღწია.
ორივე ერი მსოფლიო მასშტაბითაა აღიარებული და ამ ხნის მანძილზე უზომოდ დიდი თავდაჯერებულობაც შეიძინა.
1989 წლიდან შვიდი ნიუპორტის მერი ეწვია ქუთაისს,
კონსულებთან და ოფიციალურ პირებთან ერთად.
იმ ნიუპორტელების რაოდენობა კი,
რომლებსაც ქუთაისში უმოგზაურიათ,
რამდენიმე ასეულია.
ასევე,
ქუთაისის მრავალი მერი ეწვია ნიუპორტს მოქალაქეებთან ერთად.
ვიზიტების მთავარი მიზანი გამოცდილების გაზიარება და პრაქტიკული დახმარების უზრუნველყოფა იყო.
გარდა სამოქალაქო პირებისა,
დელეგაციებში შედიოდნენ საეკლესიო ლიდერები,
უნივერსიტეტის,
კოლეჯისა და სკოლის მასწავლებლები,
განათლების დარგის ხელმძღვანელები,
პოლიციის,
სახანძროსა და სამაშველოს თანამშრომლები,
ექიმები და ჯანდაცვის სფეროს მესვეურები,
სოციალური მუშაკები,
მხატვრები,
მუსიკოსები,
კულტურისა და მუზეუმის ადმინისტრატორები,
სპორტის სფეროს წარმომადგენლები,
ახალგაზრდული ჯგუფები და კიდევ მრავალი სხვა.
ნიუპორტის ადგილობრივმა უნივერსიტეტმა თორმეტ ქუთაისელ სტუდენტს მისცა შესაძლებლობა მაგისტრატურის კურსებზე ესწავლათ და დღეს მათ საქართველოში საჯარო სექტორში წამყვანი პოზიციები უჭირავთ.
ქალაქებს შორის არსებული კავშირი საჯაროდაცაა ცნობილი,
ქუთაისის ერთ-ერთი მთავარი ქუჩა ნიუპორტის სახელს ატარებს,
ხოლო ფეხითმოსიარულეთათვის განკუთვნილი ქუჩა ნიუპორტის ცენტრში,
მდინარე ასკთან ქუთაისის სანაპიროს სახელით არის ცნობილი.
განსაკუთრებით,
ალბათ,
უელსსა და საქართველოს შორის არსებული საპარლამენტო კავშირი დაგაინტერესებთ.
იმ დროს,
როდესაც ნაციონალური ასამბლეის სპიკერი და დასავლეთ ნიუპორტის ასამბლეის წევრი ვიყავი,
ვესტუმრე საქართველოს პარლამენტის სპიკერს.
მრავალ სხვა საკითხთან ერთად ვისაუბრეთ აქტიური ოპოზიციის არსებობის შესახებ,
რომელიც აუცილებელია ჯანსაღი დემოკრატიისთვის და პარლამენტის წევრებისა და კომიტეტის სტრუქტურის განვითარების შესახებ.
საქართველოს პარლამენტის სპიკერიც ესტუმრა კარდიფს ასამბლეის სტრუქტურის შესასწავლად და ბოლოს,
ასამბლეამ ბრიტანეთის საელჩოს დაფინანსებით ორი კომიტეტის კლერკი გამოაგზავნა საქართველოს პარლამენტში.
ყველა ბრიტანეთის ელჩი საქართველოში და საქართველოს ელჩი ბრიტანეთში,
ორ ქალაქს შორის არსებული მეგობრობის განსაკუთრებული მხარდამჭერები არიან.
დიდია მათი როლი ამ მნიშვნელოვანი და ახლო კავშირის განვითარებაში.
უელსის რაგბის გაერთიანების პრეზიდენტის დაფინანსებითა და ჩემი ხელმძღვანელობით თბილისს დასათვალიერებლად ჩვენი გუნდი ეწვია.
ეს იყო უდიდესი წარმატება.
მოთამაშეები,
ჩვენს ქუთაისელ მეგობრებთან ერთად დედოფლის დაბადების დღის აღსანიშნ წვეულებაზე ბრიტანეთის საელჩოში მიიწვიეს.
ამ შემთხვევის გამო საელჩო უელსის დროშებით იყო მორთული.
გასულ წელს ქუთაისის მერი და მისი კოლეგები ნიუპორტს ეწვივნენ,
ისინი ლონდონში ქუთაისისა და ლუთონის აეროპორტებს შორის პირველი პირდაპირი რეისით გაფრინდნენ.
ნიუპორტში მათ შეუერთდა საქართველოს ელჩი ბრიტანეთში,
მათ შეხვდნენ ნიუპორტის მერი,
საკონსულოს ლიდერი,
ქალაქის უფროსი კონსულები და ნიუპორტი-ქუთაისის ასოციაციის წევრები.
პროგრამის ფარგლებში ისინი ეწვივნენ ნიუპორტის სპორტულ მოედნებს და მოლაპარაკებები გამართეს ნიუპორტის რაგბის კლუბის ხელმძღვანელებთან.
ნიუპორტის რაგბის კლუბი უკვე იკვლევს გზებს ქუთაისის ‘აია’ რაგბის კლუბთან არსებული კავშირის განსამტკიცებლად.
ნიუპორტმა შემოდგომაზე ქუთაისის რაგბის კლუბის ორ წამყვან ტრენერს უმასპინძლა.
ბოლოდროინდელ მოვლენებს შორის აღსანიშნავია,
აკაკი წერეთლის სახელმწიფო უნივერსიტეტსა და სამხრეთ უელსის უნივერსიტეტს შორის გაფორმებული მემორანდუმი.
ნიუპორტის შემდგომი განათლების კოლეჯის პერსონალი და სტუდენტები ეხმარებიან ქუთაისის უნარშეზღუდული ბავშვების ცენტრს.
კონკრეტულად,
ვალიელები ფულს აგროვებენ იმ აღჭურვილობის შესაძენად,
რომელიც აუტიზმის ადრეულ ასაკში დიაგნოზის დასმას შეძლებს.
შემიძლია ვისაუბრო დაუსრულებლად... მაგრამ დარწმუნებული ვარ თქვენს ქუთაისელ მასპინძლებს საკმაოდ დატვირთული პროგრამა აქვთ თქვენთვის მოფიქრებული.
იმ დროს,
როდესაც ქუთაისის უძველეს ქუჩებში ისეირნებთ,
არ დაგავიწყდეთ,
რომ ამ ქალაქს ნიუპორტთან და უელსთან ახლო მეგობრობა აკავშირებს.
ეს ფაქტი შეგიძლიათ გასასამართლებელ საბუთადაც გამოიყენოთ,
თუ კიდევ ერთხელ მოგინდებათ ქართული,
შეუდარებელი წითელი ღვინის შესმა.

Students do what students have always done, they enjoy themselves, they get to know each other, compared to us you do things online, you can do all cultural and native things, you can do sports or even go and see some amazing music - classic or rock band, but other things that you can do and you should do in countries like Georgia and the United Kingdom, as we develop our democracies, is to talk to each other, to argue peacefully and respectfully, because its only that way that you enlarge the education of your country and enlarge your own education and that is one way of constantly developing the relationship and friendship between Kutaisi and Newport as well as between Georgia and The United Kingdom.

I am glad to be given an opportunity to participate in the meeting which has been so important not only for our university but also for our city and country. I could not believe that British Parliamentary Delegation would come in the University to greet us and would answer all our questions. Frankly speaking, I was particularly impressed to see a member of the House of Lords. For me this first ever visit of an English Lord to Kutaisi somehow brought together what I knew about traditions and modern day of the British government. It was a very emotional day and it once again proved the importance of the English language to be successful. I would like to thank Kutaisi-Newport International Association, the friends of the Association and Akaki Tsereteli State University for giving us an opportunity to meet and speak to such high-ranking British politicians.

I was very surprised when I heard that British Parliamentary Delegation was going to visit Kutaisi and we would have an opportunity to personally meet our guests at Akaki Tsereteli State University. It was a very interesting meeting, where we talked about our university, about political relations and of course, about literature. I was honoured to ask a question to the Lord and receive an interesting answer. It was an experience which I will remember for a long time, will tell my friends and will be proud that once, for a short time, I was a part of Kutaisi-Newport International Association.
